Construction is at JPL in Pasadena. The construction takes place in a "clean room," which is continually having its air filtered and circulated. The engineers constructing the radar change their clothes when they begin to work with the electronic equipment. This equipment is extremely sensitive and even the smallest dust particles could potentially disrupt their functioning. What the video shows is the construction of the SIR-C antenna and electronics over a period of several months. The antenna is the huge, billboard-sized structure.
